Bezug: Weltpostkongress Peking 1999 Inhalt: Ratifikation der am 15.9.1999 in Peking von der Bundesrepublik Deutschland unterzeichneten Verträge: Sechstes Zusatzprotokoll zur Satzung des Weltpostvereins: Übernahme der Bestimmungen des bisherigen Postpaketübereinkommens in den Weltpostvertrag u.a.m.; Allgemeine Verfahrensordnung des Weltpostvereins: Ausarbeitung eines Arbeitsprogramms auf der Basis des vom Weltpostkongress beschlossenen Strategischen Plans des Weltpostvereins, Festlegung von Haushaltsobergrenzen für die Jahre 2000 bis 2004 u.a.m.; Weltpostvertrag und Schlussprotokoll: Freier Zugang für alle zu einem Postuniversaldienst, Höhe der Endvergütungen für Auslandsbriefpost, Vergünstigungen für Entwicklungsländer; Postzahlungsdienste-Übereinkommen: Zusammenfassung von drei bisher selbständigen Übereinkommen. Den öffentlichen Haushalten entstehen keine Mehrausgaben.
