<b>Europäische Impulse:</b> Verwaltungszusammenarbeit in der EU <br><br><b>Inhalt:</b> Änderung versch. §§ Steuerbeamten-Ausbildungsgesetz: Anpassung der Aus- und Fortbildung von Steuerbeamten an gewandelte Anforderungen an die Steuerverwaltung sowie Harmonisierung von Vorschriften des Bundes mit dienstrechtlichen Regelungen der Länder; Neufassungsermächtigung. Dem Bund entstehen keine Kosten. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Titeländerung (eingebracht als: Fünftes Gesetz zur Änderung des Steuerbeamten-Ausbildungsgesetzes); redaktionelle Änderungen; Ausdehnung der sog. Abschmelzungsregelung beim Haushaltsfreibetrag auf Neufälle, Anpassung des Anspruchs auf Herabsetzung der Grunderwerbsteuer auf Fälle der Kaufpreisminderung wegen Rechtsmangels, Regelungen zur elektronischen Abrechnung in Übernahme von EU-Vorschriften; Änderung von zwölf Steuergesetzen und Verordnungen. In den Rechnungsjahren 2002 bis 2004 entstehen Steuermindereinnahmen zwischen 40 und 55 Mio. Euro. <br><br><b>Änderungen durch das Vermittlungsverfahren:</b> Begrenzung der Verfolgung von Steuerhinterziehung als Verbrechen auf Hinterziehung in großem Ausmaß, Definition der minder schweren Fälle anhand der Möglichkeit zur Selbstanzeige, Verbesserung der Abzugsmöglichkeiten von Aufwendungen im Zusammenhang mit bestimmten Beteiligungsverkäufen; Änderung § 370a Abgabenordnung und § 261 Strafgesetzbuch. <br><br><b>Nebenschlagwörter:</b> Beamtenausbildung/Fünftes Gesetz zur Änderung des Steuerbeamten- Ausbildungsgesetzes * Haushaltsfreibetrag/Ausdehnung der Abschmelzungsregelung beim Haushaltsfreibetrag auf Neufälle * Elektronischer Geschäftsverkehr/Regelungen zur elektronischen Abrechnung im Steuerrecht * Einkommensteuergesetz/Änderung versch. §§ EStG betr.
