Bezug: "Neue Strategie zum Schutz der Bevölkerung in Deutschland", von Bund und Ländern gemeinsam verabredet (Beschluss der Ständigen Konferenz der Innenminister und -senatoren der Länder vom 5./6. Juni 2002) Inhalt: Errichtung des Bundesamtes für Bevölkerungsschutz und Katastrophenhilfe als Bundesoberbehörde im Geschäftsbereich des Bundesministeriums des Innern, Übertragung der Aufgaben und Zuständigkeiten des Bundes nach dem Zivilschutzgesetz, die bisher von der Zentralstelle für Zivilschutz im Bundesverwaltungsamt wahrgenommen wurden; Änderung § 4 Zivilschutzgesetz, Anl. I Bundesbesoldungsgesetz sowie von Art. 2 Gesetz zu der Konvention zum Schutz von Kulturgut bei bewaffneten Konflikten vom 14. Mai 1954. Mit der Errichtung des neuen Bundesamtes entstehen zusätzliche Personalausgaben, die sich auf ca. 1,7 Mio. Euro jährlich belaufen (Epl 06).
