<b>Bezug:</b> Siehe auch F009 und F034 <br><br><b>Europäische Impulse:</b> Richtlinie 2001/18/EG über die absichtliche Freisetzung genetisch veränderter Organismen in die Umwelt und zur Aufhebung der Richtlinie 90/220/EWG (Freisetzungsrichtlinie) (ABl. EG Nr. L 106, 17.04.2001, S. 1); Richtlinie 92/43/EWG vom 21. Mai 1992 (FFH- Richtlinie) (ABl. EG Nr. L 206, 22.07.1992, S. 7) <br><br><b>Inhalt:</b> Anpassung des Gentechnikrechts an das europäische Recht, insbesondere die sog. Freisetzungsrichtlinie: Beobachtung (Monitoring) des gentechnisch veränderten Organismus (GVO) auch nach Erteilung der Genehmigung, zwingende Kennzeichnung auf allen Stufen des Inverkehrbringens, Befristung der Genehmigung auf allen Stufen, Einführung eines öffentlich zugänglichen Standortregisters sowohl für Freisetzungen von gentechnisch veränderten Organismen als auch für den Anbau von gentechnisch veränderten Pflanzen, wenn diese als Produkte zugelassen sind, Ausbau der Öffentlichkeitsinformation und Öffentlichkeitsbeteiligung, Maßnahmen zur Verhinderung des unberechtigten Vorhandenseins von GVO in anderen Produkten, Einführung der verschuldensunabhängigen und gesamtschuldnerischen Haftung für Gen-Landwirte, Gewährleistung der Koexistenz der Gentechnik verwendenden Landwirtschaft mit konventioneller und ökologischer Landwirtschaft, Wahlfreiheit für Verbraucher und Produzenten durch Kennzeichnung gentechnisch veränderter Produkte; grundlegende Änderung des Gentechnikgesetzes, Neufassungsermächtigung, Änderung § 10 Bundesnaturschutzgesetz. Beim Bund entsteht geringfügiger zusätzlicher Bedarf an Personal- und Sachmitteln. Bei Ländern und Gemeinden entsteht erhöhter Verwaltungs- und Überwachungsaufwand. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Klarstellungen und Ergänzungen unter Berücksichtigung von Vorschlägen des Bundesrates, Wegfall der zustimmungsbedürftigen Teile des Gesetzentwurfs (Wiedereinbringung als eigenständiger, zustimmungsbedürftiger Gesetzentwurf, der überwiegend Verfahrensregelungen enthalten wird, geplant); Einfügung § 34a, Änderung § 71 Bundesnaturschutzgesetz: Einführung der Verträglichkeitsprüfung gem. Art. 6 der FFH-Richtlinie für bestimmte Nutzungen zugelassener gentechnisch veränderter Organismen und Freisetzungen. <br><br><b>Nebenschlagwörter:</b> Rechtsangleichung in der EU/Anpassung des Gentechnikrechts an die Freisetzungsrichtlinie der EU * Freisetzung von gentechnisch veränderten Organismen/Umsetzung der EU-Freisetzungsrichtlinie betr.
