<b>Bezug:</b> Hochwasserkatastrophe vom August 2002 5-Punkte-Programm der Bundesregierung vom 15. September 2002 zur Verbesserung des vorbeugenden Hochwasserschutzes <br><br><b>Europäische Impulse:</b> Strategien auf EU-Ebene zur Hochwasservorsorge und zum Hochwasserschutz <br><br><b>Inhalt:</b> Verstärkte Berücksichtigung des Hochwasserschutzes bei den Entscheidungen der zuständigen Behörden und Planungsträger im Wasserrecht und Baurecht, Abbau bestehender Vollzugs- und Regelungsdefizite; Festsetzung von Überschwemmungsgebieten, Schutzregelungen für gefährdete Gebiete, Anpassung von Siedlungsentwicklung und Flussausbau; Änderung versch. §§ Wasserhaushaltsgesetz, Baugesetzbuch, Raumordnungsgesetz, Bundeswasserstraßengesetz und DWD-Gesetz sowie Anlage 2 UVP-Gesetz. Dem Bund entstehen keine zusätzlichen Kosten. Bei Ländern und Gemeinden entstehen nicht quantifizierbare Kosten. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Änderung § 4 Kraft-Wärme-Kopplungsgesetz zur Bereinigung einer redaktionellen Unschärfe infolge der EEG-Novelle. <br><br><b>Änderungen durch das Vermittlungsverfahren:</b> Aufhebung des vorgeschlagenen Ackerbauverbots in erosionsgefährdeten Abflussbereichen, des generellen Verbots der Ausweisung neuer Baugebiete und der Errichtung neuer Ölheizungen in Überschwemmungsgebieten, Regelungsmöglichkeit durch die Bundesländer. <br><br><b>Nebenschlagwörter:</b> Wasserhaushaltsgesetz/Änderung und Ergänzung versch. §§ WHG betr. Hochwasserschutz * Baugesetzbuch/Änderung §§ 1, 5, 9, 24 und 35, Einfügung § 246a BauGB betr. Hochwasserschutz * Raumordnungsgesetz/ Änderung § 78 ROG betr.
