<b>Inhalt:</b> Inkraftsetzung der auf der Konferenz der Regierungsbevollmächtigten in Marrakesch am 18. Oktober 2002 beschlossenen Änderungen der Konstitution der Internationalen Fernmeldeunion: Straffung und Präzisierung der Texte von Konstitution und Konvention, Möglichkeit der Delegierung von Kompetenzen der Sektor-Versammlungen an die beratenden Ausschüsse im Funk-, Standardisierungs- und Entwicklungssektor, Erstattung von Reisekosten nur noch bei Ratsmitgliedern aus Entwicklungsländern, präzisere Verfahrensregelungen für den Funkregulierungsausschuss. Es entstehen keine Kosten.
