Summary

Einzelmaßnahmen in verschiedenen Bereichen des Steuerrechts, insbes. Umsetzung notwendiger und politisch bedeutsamer Änderungen, Anpassung an EU-Recht, Verhinderung von Steuerausfällen und Sicherung des Aufkommens, Vereinfachung und Bürokratieabbau, Umsetzung von Vorhaben aus früheren Gesetzgebungsverfahren und von Empfehlungen des Bundesrechnungshofs, Bereinigung und Anpassungen, insbes. zur Abgeltungsteuer;<br /> Änderung von 19 Gesetzen und 3 Rechtsverordnungen<br /> <br /> Bund, Ländern und Gemeinden entstehen von 2009 bis 2013 Steuermindereinnahmen von insgesamt 159 bis 226 Mio. Euro jährlich. Im Vollzug entsteht Mehrbedarf von ca. 1,2 Mio. Euro.<br /> <br style="font-weight: bold;" /> <span style="font-weight: bold;">Beschlussempfehlung des Ausschusses:</span><strong> </strong>zahlreiche Einzeländerungen, Umsetzung der Richtlinien 2008/9/EG und 2008/8/EG;<br /> Änderung weiterer 13 Gesetze und 3 Rechtsverordnungen<br /> <br /> Bund, Ländern und Gemeinden entstehen von 2009 bis 2013 Steuermindereinnahmen von insgesamt 181 bis 418 Mio. Euro jährlich. Die Aufteilung auf die Einzelsteuern ist als Anlage dem Ausschussbericht beigefügt.<br /> <br /> <span style="font-weight: bold;">Bezug:</span> (Beschlussempfehlung des Ausschusses) Protokollerklärung zum Vermittlungsverfahren betr. Gesetz zur Neuregelung des Wohngeldrechts und zur Änderung des Sozialgesetzbuches J028<br /> <br style="font-weight: bold;" /> <span style="font-weight: bold;">Europäische Impulse:</span><strong> </strong>Richtlinie 2008/9/EG vom 12. Februar 2008 zur Regelung der Erstattung der Mehrwertsteuer gemäß der Richtlinie 2006/112/EG an nicht im Mitgliedstaat der Erstattung, sondern in einem anderen Mitgliedstaat ansässige Steuerpflichtige (ABl. EG Nr. L 44, 20.02.2008, S. 23), Richtlinie 2008/8/EG vom 12. Februar 2008 zur Änderung der Richtlinie 2006/112/EG bezüglich des Ortes der Dienstleistung (ABl. EG Nr. L 44, 20.02.2008, S. 11)
