Weitere Steigerung der Attraktivität beruflicher Aufstiegsfortbildungen: Erweiterung des Anwendungsbereichs des AFBG, Verbesserung und stärkere Erfolgsorientierung der Maßnahmen, Einbeziehung von Fortbildungen zu Altenpflegern und Erziehern sowie ausländischen Fortbildungswilligen, Erlassmöglichkeiten für Unternehmensgründungen und ‑übernahmen, Verbesserungen für Fortbildungswillige mit Kindern, höhere Anforderungen an die Träger; Klarstellungen und Anpassungen; Änderung und Einfügung versch. §§ Aufstiegsfortbildungsförderungsgesetz; Bekanntmachungserlaubnis Für Bund und Länder entsteht voraussichtlich ein jährlicher Finanzmehraufwand zwischen 29,4 Mio. Euro (2009) und 90,2 Mio. Euro (2012). Im Vollzug kommt es sowohl zu Minder- als auch zu Mehraufwand. Beschlussempfehlung des Ausschusses: Regelungen zu Fördervoraussetzungen, u. a. für Altenpflegekräfte, zur Leistungsberechnung, Mittelverwendung und Rückforderungsmöglichkeit Bezug: Strukturelle Verbesserungen der schulischen und akademischen Bildung (s.
