Umsetzung der Beschlüsse der Föderalismuskommission II zur Finanzverfassung: Festschreibung eines ausgeglichenen Haushalts ohne Einnahmen aus Krediten, erlaubtes strukturelles Defizit von 0,35 Prozent des BIP für den Bund, Ausnahmeregelungen für Konjunkturpolitik und Notsituationen, befristete Abweichungsrechte bis 2016 für den Bund und bis 2020 für die Länder, Konsolidierungshilfen im Zeitraum 2011 bis 2019 für Bundesländer mit besonders schwieriger Haushaltssituation; Grundlagen für Bund-Länder-Zusammenarbeit bei Informationstechnik sowie Leistungsvergleich in der öffentlichen Verwaltung;<br /> Änderung Art. 104b, 109 und 115 sowie Einfügung Art. 91c, 91d, 109a und 143d Grundgesetz<br /> <br /> Die Lasten der Konsolidierungshilfen werden hälftig von Bund und Ländern getragen.<br /> <br /> <strong><strong>Beschlussempfehlung des Ausschusses: </strong></strong>Bereinigung eines Redaktionsversehens<br /> <br /> <strong>Bezug: </strong>Beschlüsse der gemeinsamen Kommission von Bundestag und Bundesrat zur Modernisierung der Bund-Länder-Finanzbeziehungen (Föderalismuskommission II)<br /> Vereinbarung im Koalitionsvertrag zur zweiten Stufe der Föderalismusreform<br /> Begleitgesetz zur zweiten Föderalismusreform s.
