Kodifikation des bestehenden Rechts: klarere und übersichtlichere Gestaltung, Erleichterung der Anwendbarkeit und Vollziehbarkeit, Ermöglichung schnellerer und effektiverer Umsetzung von europäischem in innerstaatliches Recht, Umsetzung von vier EU-Richtlinien zum Tier- und Pflanzenschutz;<br /> konstitutive Neufassung Gesetz über Naturschutz und Landschaftspflege (<strong>Bundesnaturschutzgesetz</strong> – BNatSchG) als Art. 1 der Vorlage, Änderung von 18 Gesetzen und neun Rechtsverordnungen, Aufhebung Bundesnaturschutzgesetz alte Fassung; Verordnungsermächtigung<br /> <br /> Den öffentlichen Haushalten von Bund, Ländern und Gemeinden entstehen im Saldo keine zusätzlichen Kosten.<br /> <br /> <strong>Beschlussempfehlung des Ausschusses: </strong>Aufnahme nachhaltiger Energieversorgung in die Zielbestimmung, Klarstellungen und Änderungen bei Off-Shore-Windkraftanlagen, zur Eindämmung des Flächenverbrauchs u. a.<br /> <br /> <strong>Bezug: </strong>Möglichkeit von Vollregelungen im Bereich Naturschutz und Landschaftspflege durch den Bund infolge der Föderalismusreform<br /> Der Gesetzentwurf ist textidentisch mit dem Entwurf der Fraktionen der CDU/CSU und der SPD auf BT-Drs 16/12274 N029<br /> <br /> <strong>Europäische Impulse: </strong>Richtlinie 79/409/EWG des Rates vom 2. April 1979 über die Erhaltung der wild lebenden Vogelarten (ABl. EG Nr. L 103, 03.05.2001, S. 1), Richtlinie 83/129/EWG des Rates vom 28. März 1983 betreffend die Einfuhr in die Mitgliedstaaten von Fellen bestimmter Jungrobben und Waren daraus (ABl. EG Nr. L 91, 09.04.1983, S. 30), Richtlinie 92/43/EWG des Rates vom 21. Mai 1992 zur Erhaltung der natürlichen Lebensräume sowie der wildlebenden Tiere und Pflanzen (ABl. EG Nr. L 206, 22.07.1992, S. 7), Richtlinie 1999/22/EG des Rates vom 29. März 1999 über die Haltung von Wildtieren in Zoos (ABl. EG Nr. L 94, 09.04.1999, S. 24)
