Summary

Umsetzung aus steuerfachlicher Sicht erforderlicher und dem Abbau überflüssiger Steuerbürokratie dienender Einzelmaßnahmen: Einführung eines optionalen &bdquo;Anteilsverfahrens&ldquo; für die Lohnsteuer bei Ehegatten und elektronischer Lohnsteuerabzugsmerkmale, letztmalige Ausstellung der Karton-Lohnsteuerkarte für 2010, Abschaffung des Lohnsteuer-Jahresausgleichs durch den Arbeitgeber, Verfahrensvereinfachungen bei Rentenbezugsmitteilungen, Umstellung der Kapitalertragsteuer-Anmeldung auf elektronisches Verfahren, Datenübermittlung durch Träger von Sozialleistungen für Einkommensersatzleistungen unter Progressionsvorbehalt, Regelung der steuerlichen Begünstigung der Unternehmensübergabe gegen Versorgungsleistungen, Ausdehnung des Gewinnminderungsausschlusses für Gesellschaftsbeteiligungen einer Körperschaft, Feststellung und Auflösung des KSt-Erhöhungspotentials aus sog. EK 02-Beständen; Neufassung des Gesetzes zur Schätzung des landwirtschaftlichen Kulturbodens (<span style="font-weight: bold;">Bodenschätzungsgesetz</span> - BodSchätzG) als Art. 20 der Vorlage, Aufhebung zugehöriger Durchführungsbestimmungen und Rechtsverordnungen, Änderung weiterer 20 Gesetze und 5 Rechtsverordnungen.<br /> <br /> Bund, Ländern und Gemeinden entstehen in den Jahren 2008 bis 2012 insgesamt Steuermehreinnahmen von durchschnittlich 110 Mio. Euro jährlich. Die im Vollzug anfallenden einmaligen und dauerhaften Kosten sind teilweise nicht bezifferbar.<br /> <br /> <span style="font-weight: bold;">Änderungen aufgrund der Ausschussempfehlung: </span>Verzicht auf die Regelungen zum lohnsteuerlichen Anteilsverfahren und Beibehaltung des Lohnsteuer-Jahresausgleichs durch den Arbeitgeber u.a.;<br /> Änderung versch. §§ Einkommensteuer-Durchführungsverordnung, Altersteilzeitgesetz und Melderechtsrahmengesetz.<br /> <br /> Den öffentlichen Haushalten der Gebietskörperschaften entstehen durchschnittliche Steuermindereinnahmen von jährlich 35 Mio. Euro.
