Summary
Bewältigung der Euro-Staatsschuldenkrise durch eine neue Haushaltsdisziplin mit nationalen Fiskalregelungen im Sinne des Stabilitäts- und Wachstumspakts, Überwachung durch eine unabhängige nationale Institution, automatischen Korrekturmechanismus und Sanktionen: Ergänzung der in Deutschland mit Schuldenbremse und Stabilitätsrat bereits bestehenden institutionellen und rechtlichen Regelungen, zulässige Obergrenze für das strukturelle gesamtstaatliche Finanzierungsdefizit von 0,5 Prozent des BIP, Überwachung durch den Stabilitätsrat mit Unterstützung eines einzurichtenden unabhängigen Beirats; Löschung des kumulierten Saldos des Schuldenregel-Kontrollkontos am Ende des Übergangszeitraums, Berücksichtigung des Zensus 2011 im Finanzausgleich;<br /> Änderung § 51 Haushaltsgrundsätzegesetz, §§ 1, 2, und 4 Sanktionszahlungs-Aufteilungsgesetz, § 9 Artikel 115-Gesetz, Änderung § 2 und Einfügung §§ 6 und 7 Stabilitätsratsgesetz sowie Einfügung § 12a Finanzausgleichsgesetz<br /> <br /> Bezug: Vertragsgesetz siehe GESTA XD042/XD040<br /> Wiedervorlage des Gesetzesbeschlusses auf BT-Drs 17/10976, 17/11504 (GESTA D086), dort auch enthaltene Regelungen zur Kinderbetreuung siehe BT-Drs 17/12057 (GESTA I015)
