Summary

Umsetzung europarechtlicher Vorgaben gem. den Zusagen der Bundesregierung gegenüber der EU in nationales Recht: Neuregelung branntweinsteuerlicher Vorschriften während der Auslaufphase und nach Ende des Branntweinmonopols, bundesweite Öffnung des Abfindungs- und Stoffbesitzerbrennens, Umbenennung der Branntweinsteuer in Alkoholsteuer; Änderung und Aufhebung versch. §§ Branntweinmonopolgesetz sowie Außerkrafttreten zum 31. Dezember 2017, Alkoholsteuergesetz (AlkStG) als Art. 2 der Vorlage; Verordnungsermächtigung Bezug: Verordnung (EU) Nr. 1234/2010 vom 15. Dezember 2010 zur Änderung der Verordnung (EG) Nr. 1234/2007 (Verordnung über die einheitliche GMO) hinsichtlich der im Rahmen des deutschen Branntweinmonopols gewährten Beihilfe (ABl. L 346, 30.12.2010, S. 11); Richtlinie 2008/118/EG über das allgemeine Verbrauchsteuersystem und zur Aufhebung der Richtlinie 92/12/EWG vom 16.12.2008 (ABl.
