Fortführung des FFG für weitere zweieinhalb Jahre durch Erhebung der Filmabgabe bis 30. Juni 2016: Verbesserung der Teilhabe behinderter Menschen an den geförderten Filmen und ihrer Möglichkeiten zum Kinobesuch durch Barrierefreiheit, Aufnahme der Digitalisierung des Filmerbes in den Aufgabenkatalog der Filmförderungsanstalt (FFA) sowie Stärkung ihres Vorstands, Konzentration auf Förderschwerpunkte, Flexibilisierung der Sperrfristen, Ausweitung der Abgabevorschrift für Videoabrufdienste auf Anbieter mit Sitz im Ausland in Bezug auf Internetauftritte in deutscher Sprache sowie entsprechende Ausweitung der Förderung auf diese Anbieter, Stärkung der Absatzförderung (Vermarktung von Filmen); Änderung, Neufassung und Aufhebung zahlr. §§ Filmförderungsgesetz; Bekanntmachungserlaubnis Beschlussempfehlung des Ausschusses: Befristung der Filmabgabe für drei Jahre bis 31. Dezember 2016, redaktionelle Änderungen und Klarstellungen; Annahme einer Entschließung: Sozialstandards für Filmschaffende, Frauenförderung, Überprüfung von Gremienzusammensetzung und Verwaltungsaufwand der FFA, Unterstützung des Kinofilms durch Telekommunikationsanbieter, fester Prozentsatz der Rundfunkanstalten für Kinokoproduktion sowie Lizenzerwerb und Filmförderung, Berücksichtigung von ökologischen Kriterien und sozialen Mindeststandards, Dokumentarfilmförderung
