Neuregelung der Zulassung von Prüfstellen für Emissionsberichte und Zuteilungsanträge durch die EU-Verifizierungsverordnung: Zertifizierungsvoraussetzungen für eine mögliche Weiterbeschäftigung bislang als Einzelsachverständige tätiger, die gesellschaftsrechtlichen Voraussetzungen für die Akkreditierung von Prüfstellen nicht erfüllender sachverständiger Stellen; Änderung versch. §§ sowie Aufhebung Anlagen 3 und 4 Treibhausgas-Emissionshandelsgesetz; Verordnungsermächtigung Bezug: Verordnung (EU) Nr. 600/2012 vom 21. Juni 2012 über die Prüfung von Treibhausgasemissionsberichten und Tonnenkilometerberichten sowie die Akkreditierung von Prüfstellen gemäß der Richtlinie 2003/87/EG (ABl. L 181, 12.07.2012, S. 1) Beschlussempfehlung des Ausschusses: Verzicht auf die Änderung der Zuständigkeitsabgrenzung zwischen Bund und Ländern, keine Pflicht der Landesbehörden zur Einholung von Stellungnahmen des UBA; Verzicht auf Änderung § 4 Treibhausgas-Emissionshandelsgesetz
