Anpassung an die geänderte Gefährdungslage sowie Umsetzung der Erkenntnisse der "Länderübergreifenden Krisenmanagementübung" LÜKEX: zeitnahe Krisenreaktion durch Leistungsanforderung im Rahmen der Amtshilfe (bei Naturkatastrophen, schwerem Unglücksfall oder terroristischem Anschlag) nach Feststellung der Voraussetzungen durch das Bundesverkehrsministerium, anforderungsberechtigte Behörden, Ausgleich der Verfahrensdefizite durch eine koordinierende Behörde, eindeutige Kostenzuordnung, Änderung der Auslandszustellung, besondere Leistungspflicht der Eisenbahnen des Bundes; Änderung und Einfügung zahlr. §§ Verkehrsleistungsgesetz; Bekanntmachungserlaubnis Beschlussempfehlung des Ausschusses: Änderung der Auslandszustellung hinsichtlich der eindeutigen Bestimmbarkeit des Zustellungsadressaten
