Summary

Anpassung an geänderte Rahmenbedingungen zur Sicherstellung der Versorgung mit grundlegenden Postdienstleistungen und Telekommunikationsdiensten bei Naturkatastrophen, Krisen, im Spannungs- oder Verteidigungsfall etc.; Änderungen zur Auskunftserteilung über Bestandsdaten, Aufhebung von Regelungen über die Regulierung neuer Märkte; Anpassungen beim Verpflichtetenkreis und sicherzustellenden Leistungen, Berücksichtigung bestimmter moderner Telekommunikationsdienste, praxisgerechte Vereinfachungen, u. a. gänzlicher Verzicht auf Rechtsverordnungen; konstitutive Neufassung Gesetz zur Sicherstellung von Postdienstleistungen und Telekommunikationsdiensten in besonderen Fällen (Post- und Telekommunikationssicherstellungsgesetz – PTSG) als Art. 1 der Vorlage, Änderung § 10 Sicherheitsüberprüfungsfeststellungsverordnung und versch. §§ Telekommunikationsgesetz; Aufhebung Post- und Telekommunikationssicherstellungsgesetz alte Fassung, Postsicherstellungsverordnung sowie weiterer 4 Rechtsverordnungen Für den Bundeshaushalt ergeben sich Einsparungen von rund 690 000 Euro jährlich. Der Vollzugsaufwand bei der Bundesnetzagentur wird reduziert. Beschlussempfehlung des Ausschusses: Einbeziehung der Betreiber von Verbindungsnetzen (sogen. Backbone-Netzen) bei bestimmten Regelungen; redaktionelle Änderungen Bezug: Entscheidung des Europäischen Gerichtshofes vom 3. Dezember 2009 (RS C-424/07) zur Regulierung der "neuen Märkte"
