Neuregelung der bundesstaatlichen Finanzbeziehungen nach Außerkrafttreten der Regelungen im Maßstäbegesetz und Finanzausgleichsgesetz Ende 2019 sowie Verbesserung der Erledigung der staatlichen Aufgaben in der föderalen Ordnung: Reform des bisher mehrstufigen Finanzausgleichssystems, Neuregelungen betr. Ausgleich der unterschiedlichen Finanzkraft, Gemeindefinanzen, Forschungsförderung, Finanzhilfe Seehäfen, Gemeindeverkehrsfinanzierung, Sanierungshilfen für Saarland und Bremen, Stärkung des Stabilitätsrates, bundesweiter Online-Portalverbund für Verwaltungsleistungen, Bau und Betrieb von Bundesautobahnen, Mittelsteuerung zur Investitionsförderung, Prüf- und Kontrollrechte bei Mitfinanzierung von Länderaufgaben, Informationstechnik in der Steuerverwaltung;<br /> Änderung und Einfügung versch.
