Anpassung des Strafrahmens an den besonderen Unrechtsgehalt: Beschränkung des minder schweren Falles auf Diebstahl mit Waffen, Bandendiebstahl und Wohnungseinbruchsdiebstahl, Anhebung der Mindeststrafe von Einbrüchen in eine dauerhaft genutzte Privatwohnung auf ein Jahr, Aufnahme in den Nebenklagenkatalog sowie Zulassung der Telekommunikationsüberwachung durch Aufnahme in den TKÜ-Katalog schwerer Straftaten; Einschränkung von Grundrechten betr.
