Sicherung der Funktionsfähigkeit der Tarifautonomie: Herstellung der Tarifeinheit im Fall kollidierender Tarifverträge konkurrierender Gewerkschaften (Tarifkollision) nach betriebsbezogenem Mehrheitsprinzip, Subsidiarität der Tarifeinheit, Sicherstellung der Belange von Minderheitsgewerkschaften durch flankierende Verfahrensregelungen (Anhörungs- und Nachzeichnungsrecht), Bestandsschutzregelung, Entscheidung im Konfliktfall durch die Arbeitsgerichte;<br /> Einfügung § 4a sowie Änderung §§ 8 und 13 Tarifvertragsgesetz, Änderung §§ 2a und 58 sowie Einfügung § 99 Arbeitsgerichtsgesetz
