Modifizierung des Verfahrens zur Erstreckung eines Tarifvertrages durch Rechtsverordnungen auf die gesamte Pflegebranche im Hinblick auf branchenspezifische Besonderheiten und unter Berücksichtigung des kirchlichen Selbstbestimmungsrechts (Tarifvertragslösung); Festlegung von Rahmenbedingungen für Berufung, Zusammensetzung und Arbeit der (Pflege-)Kommission: Berufung als ständige Kommission, Abgabe von Empfehlungen zur Festlegung von Arbeitsbedingungen (u.a. differenzierte Mindestentgeltsätze nach Tätigkeit und Qualifikation der Arbeitnehmer), mögliche Anwendung der Empfehlungen durch Rechtsverordnung (Kommissionslösung);<br /> Änderung §§ 7a, 10, 11, 12, 13 und 25 sowie Einfügung § 12a Arbeitnehmer-Entsendegesetz; Verordnungsermächtigung (Vorrang der Rechtsverordnungen nach § 7a innerhalb ihres Geltungsbereichs vor Rechtsverordnungen nach § 11)
