Stärkung der Handlungsmöglichkeiten der Gemeinden beim Flächenzugriff für den Wohnungsbau und bei der Schaffung von Wohnraum im Innen- und Außenbereich: Einführung eines neuen sektoralen Bebauungsplantyps für den (sozialen) Wohnungsbau, Erweiterung der Befreiungsmöglichkeiten und Erleichterungen für das Bauen im Innen- und Außenbereich, Erweiterung des Anwendungsbereichs der gemeindlichen Vorkaufsrechte und des Baugebots für Gebiete mit angespannten Wohnungsmärkten, Genehmigungsvorbehalt bei Umwandlung von Miet- in Eigentumswohnungen bei angespannten Wohnungsmärkten, städtebauliches Entwicklungskonzept zur Stärkung der Innenentwicklung, neue Baugebietskategorie Dörfliches Wohngebiet, flexible Orientierungswerte für die Bestimmung des Maßes der baulichen Nutzung, Regelungen betr. Mobilfunkausbau, Elektromobilität, Grün- und Freiflächen und Ersatzgeldzahlung bei Eingriff in Natur und Landschaft; Befristung einzelner Regelungen zum (sozialen) Wohnungsbau zum 31. Dezember 2024, Befristung und Evaluierung der Abwendungsmöglichkeit für Eigentümer betr. Juli 2019 Beschlussempfehlung des Ausschusses: Streichung der Ersatzgeldzahlung für Eingriffe in Natur und Landschaft, Bestimmung von Gebieten mit einem angespannten Wohnungsmarkt beim erweiterten Vorkaufsrecht und Baugebot sowie hinsichtlich Befreiungsmöglichkeiten von den Festsetzungen eines Bebauungsplans durch Rechtsverordnungen, Beteiligung der Gemeinden und kommunaler Spitzenverbände vor Verordnungserlass, Genehmigungspflicht für die Umwandlung von Miet- in Wohneigentum in Gebäuden mit mehr als 5 Wohneinheiten, Möglichkeit zur Ausnahmeregelung durch Landesverordnung für Häuser mit 3 bis 15 Wohnungen, Grundstückserwerb im Rahmen des Vorkaufsrechts zum Verkehrswert, Erweiterung der baulichen Nutzbarmachung auf "brachliegende" Grundstücke, Sonderregelungen für Anlagen für gesundheitliche Zwecke im Zuge der Covid-19-Pandemie, redaktionelle Folgeänderungen; Annahme einer Entschließung: Einsatz der Städtebauförderung für den Erhalt und zur Rückgewinnung einer urbanen Nutzungsvielfalt, Maßnahmen für eine nachhaltige und nutzungsgemischte Stadtentwicklung unter Einbeziehung der Clubs (Umnutzung von Gebäuden, bauplanungsrechtliche Möglichkeiten zur Standortsicherung, Hervorhebung des kulturellen Beitrags); Aufhebung § 135d, erneute Änderung zahlr. §§ sowie Einfügung § 246b Baugesetzbuch und Änderung § 17 sowie erneute Änderung § 14 Baunutzungsverordnung; Verordnungsermächtigung
