Summary
Umsetzung von EU-Richtlinien mit dem Ziel Abfallvermeidung und langfristige Förderung einer funktionierenden Kreislaufwirtschaft und damit Verbesserung des Ressourcenmanagements und Steigerung der Ressourceneffizienz durch Einführung eines Mindestrezyklatanteils und Erweiterung der Getrenntsammlung für bestimmte Verpackungen, Ausweitung der erweiterten Herstellerverantwortung u.a. durch die Verpflichtung für Betreiber elektronischer Marktplätze und Fulfilment-Dienstleister zur Überprüfung der Systembeteiligungspflicht der vertraglich gebundenen Hersteller, Pflicht zum Angebot einer Mehrwegalternative für Einwegkunststoffverpackungen im Bereich von Lebensmitteln und Getränken zum Sofortverzehr, Festlegung von Informationspflichten der Letztvertreiber gegenüber Endverbrauchern über Rückgabemöglichkeiten von Transport-, Verkaufs-, Um- und Mehrwegverpackungen, Erweiterung der Pfandpflicht und der Registrierungspflicht für Hersteller und Letztvertreiber; Präzisierungen, Aktualisierungen u.a.;<br /> Änderung versch. §§ sowie Einfügung §§ 30a und 38 Verpackungsgesetz, Änderung §§ 30, 33 und 46 Kreislaufwirtschaftsgesetz<strong> </strong>sowie §§ 45h und 82 Wasserhaushaltsgesetz<br /> <br /> Bezug: Richtlinie (EU) 2018/851 vom 30. Mai 2018 zur Änderung der Richtlinie 2008/98/EG über Abfälle (ABl. L 150, 14.06.2018, S. 109) ; Richtlinie (EU) 2019/904 vom 5. Juni 2019 über die Verringerung der Auswirkungen bestimmter Kunststoffprodukte auf die Umwelt (ABl. L 155, 12.06.2019, S. 1)<br /> <br /> <strong>Beschlussempfehlung des Ausschusses:</strong> Änderungen in den Aufgabenkatalogen der Genehmigungsbehörden, der Gemeinsamen Stelle und der Zentralen Stelle Verpackungsregister sowie zu den Ausnahmen von der Registrierungspflicht und den Übergangsregelungen zur Pfandpflicht, Begriffserweiterung zur Einwegkunststoffgetränkeflasche; Klarstellungen, redaktionelle Anpassungen, Korrekturen und Folgeänderungen; Annahme einer Entschließung zur ausstehenden Verabschiedung von Leitlinien zur Einwegkunststoffrichtlinie durch die Europäischen Kommission, vollständigen Umsetzung der erweiterten Herstellerverantwortung, zu Abstimmungsvereinbarungen für die Mitbenutzung der Sammelstruktur des öffentlich-rechtlichen Entsorgungsträgers durch die dualen Systeme sowie zur anstehenden Überarbeitung der europäischen Verpackungsrichtlinie;<br /> Erneute Änderung versch. §§ Verpackungsgesetz, zusätzliche Änderung § 19 Verpackungsgesetz sowie §§ 2 und 69 Kreislaufwirtschaftsgesetz
