Gesetz zur Änderung des Grundgesetzes (Artikel 104b, 104c, 104d, 125c, 143e)

Summary

Aufhebung der Beschränkung der Finanzhilfekompetenz des Bundes zur Mitfinanzierung von Investitionen auf finanzschwache Kommunen, damit Erweiterung der Möglichkeit des Bundes zur Unterstützung von Ländern und Kommunen bei Investitionen in kommunale Bildungsinfrastruktur, insbes. Ganztagsschul- und Betreuungsangebote, Digitalisierung und berufliche Schulen, Ermöglichung zweckgebundener Finanzhilfen für gesamtstaatlich bedeutsame Investitionen der Länder und Kommunen im sozialen Wohnungsbau, Möglichkeit sofortiger Erhöhung und Dynamisierung von Mitteln zur Gemeindeverkehrsfinanzierung, Öffnungsklausel im Bereich Bundesverkehrsstraßenverwaltung betr. Planfeststellung und Plangenehmigung;<br /> Änderung Art. 104c, 125c und 143e sowie Einfügung Art. 104d Grundgesetz<br /> <br /> <strong>Beschlussempfehlung des Ausschusses:</strong> Sicherstellung einer mindestens hälftigen Beteiligung der Bundesländer an den durch Bundesmittel geförderten öffentlichen Investitionen, Erweiterung der Finanzhilfekompetenz des Bundes zur Förderung kommunaler Bildungsinfrastruktur in Verbindung mit der &quot;Sicherstellung der Qualität und der Leistungsfähigkeit des Bildungswesens&quot; u.a., Übergangsregelung;<br /> Änderung Art. 104b Grundgesetz<br /> <br /> <strong>Beschlussempfehlung des Vermittlungsausschusses:</strong> Titeländerung (eingebracht als: Gesetz zur Änderung des Grundgesetzes (Artikel 104c, 104d ,125c, 143e)); Möglichkeit der Gewährung von Finanzhilfen des Bundes an die Länder &quot;zur Steigerung der Leistungsfähigkeit der kommunalen Bildungsinfrastruktur&quot; sowie für damit verbundene befristete Aufgaben der Länder und Gemeinden bei eingeschränkten Kontrollrechten des Bundes; Bereitstellung von Bundesmitteln &quot;zusätzlich zu eigenen Mitteln der Länder&quot;, Verzicht auf deren mindestens hälftige Beteiligung; redaktionelle Anpassung<br /> <br /> <strong>Begleiterklärungen des Vermittlungsausschusses:</strong> Wohlwollende Prüfung des BR-Vorschlags zur Ergänzung der Gemeinschaftsaufgabe zur Verbesserung der Agrarstruktur und des Küstenschutzes um &quot;ländliche Entwicklung&quot; durch die Kommission &quot;Gleichwertige Lebensverhältnisse&quot;; keine präjudizierende Wirkung der Ergebnisse des Vermittlungsverfahrens für die Umsetzung der Empfehlungen der Kohlekommission
