Weitere Verbesserung der Rahmenbedingungen für die Prüfungs- und Ermittlungstätigkeiten der Finanzkontrolle Schwarzarbeit (FKS) betr. Schutz von Arbeitnehmern vor illegalen Lohnpraktiken, Kampf gegen das Vorenthalten von Sozialversicherungsbeiträgen und damit verbundene Steuerhinterziehung, Sozialversicherungsbetrug und illegale Beschäftigung sowie Überprüfung gesetzlicher Mindestlohnverpflichtungen zur Gewährleistung von Fairness am Arbeitsmarkt, funktionierenden Sozialsystemen und gleichen Bedingungen für alle Unternehmen; Stärkung der FKS und Fortentwicklung zu einer zentralen Prüfungs- und Ermittlungsbehörde im Arbeits- und Sozialrecht als Beitrag zur Sicherung der Sozialsysteme und Verhinderung von Steuerausfällen; Änderung der Voraussetzungen für einen Kindergeldanspruch zum Schutz vor unangemessener Inanspruchnahme bei Zuzug aus anderen EU-Mitgliedstaaten; Umsetzung von EU-Recht;<br /> Änderung von 15 Gesetzen; Verordnungsermächtigung<br /> <br /> Bezug: Richtlinie 2014/67/EU vom 15. Mai 2014 zur Durchsetzung der Richtlinie 96/71/EG über die Entsendung von Arbeitnehmern im Rahmen der Erbringung von Dienstleistungen und zur Änderung der Verordnung (EU) Nr. 1024/2012 über die Verwaltungszusammenarbeit mit Hilfe des Binnenmarkt-Informationssystems (ABl. L 159, 28.05.2014, S. 11) ; Richtlinie (EU) vom 28. Juni 2018 zur Änderung der Richtlinie 96/71/EG über die Entsendung von Arbeitnehmern im Rahmen der Erbringung von Dienstleistungen (ABl. L 173, 09.07.2018, S. 16)<br /> <br /> <strong>Beschlussempfehlung des Ausschusses:</strong> Auskunftsanspruch Schwarzarbeit verfolgender Behörden und Erweiterung des Bußgeldtatbestands um fahrlässige Unkenntnis bei der Beauftragung, Erweiterung des Empfängerkreises für den Datenbezug aus dem zentralen Informationssystem der FKS, Änderungen betr.
