Summary
Ermöglichung massiver und zügiger Investitionen in Modernisierung und Ausbau von Eisenbahninfrastruktur zur Steigerung von Leistungsfähigkeit und Verfügbarkeit: Schaffung zusätzlicher Finanzierungsoptionen des Bundes insbesondere für Kosten für einmalig anfallenden Aufwand, Unterhaltung und Instandhaltung, bauliche Maßnahmen aufgrund rechtlicher Auflagen, Digitalisierung und nachhaltige bzw. erweiterte Ersatzinvestitionen;<br /> Änderung §§ 4 und 8 sowie Einfügung §§ 11a und 11b Bundesschienenwegeausbaugesetz<br /> <br /> <strong>Beschlussempfehlung des Ausschusses:</strong> Ermöglichung der Festlegung von Modalitäten zur Erfassung des volkswirtschaftlichen Nutzens von Maßnahmen zur Netzresilienz eines Bedarfsplanvorhabens, Klarstellung zur Förderfähigkeit auch der Anlagen von Schienenwegen, Erweiterung der Finanzierungsoptionen des Bundes für Barrierefreiheit und Lärmsanierungsmaßnahmen, Verpflichtung der Eisenbahnen des Bundes zur Verwendung von Haushaltsmitteln zur Durchführung von Generalsanierungen der Hochleistungskorridore; Annahme einer Entschließung: Umsetzung von Empfehlungen der Beschleunigungskommission Schiene, Kabinettsbeschluss zum Moderne-Schiene-Gesetz zur vollständigen Digitalisierung und Elektrifizierung des Schienennetzes, Einbau von European Train Control Systems (ETCS) in Bestandsfahrzeugen, Evaluation der Hochleistungskorridorsanierungen, Ermöglichung diskriminierungsfreien Wettbewerbs auf Eisenbahninfrastruktur durch DB InfraGO AG;<br /> Zusätzliche Änderung § 3, erneute Änderung § 8 sowie Änderung § 11a Bundesschienenwegeausbaugesetz<br /> <br /> <strong>Beschlussempfehlung des Vermittlungsausschusses:</strong> Mitfinanzierung der Kosten von Ersatz- und Umleitungsverkehren während Komplettsperrungen der sog. Hochleistungskorridore durch den Bund, Vereinfachung der Förderfähigkeit von Empfangsgebäuden der Bahnhöfe durch Definition als Bestandteil der Eisenbahninfrastruktur, Ermöglichung der Bundesförderung der Digitalisierung des Bahnsystems, insbes. der Ausrüstung von Neu- und Bestandsfahrzeugen mit European-Train-Control-System-Bordgeräten, Leistungssteigerung des gesamten Netzes statt Priorisierung der Hochleistungskorridore;<br /> Erneute Änderung § 8 sowie Änderung §§ 11a und 11c Bundesschienenwegeausbaugesetz
