Fortsetzung der Politik zur Stärkung des binnenwirtschaftlichen Wachstums und zur Verbesserung der Arbeitsmarktlage, Wahrung des Gleichgewichts zwischen Senkung der direkten Steuern durch die Steuerreform und Haushaltskonsolidierung durch "maßvolle" Anhebung einiger Verbrauch- und anderer indirekter Steuern zum Ausgleich zusätzlicher Mittelübertragungen an die EG, die Bundesanstalt für Arbeit und an strukturschwache Länder; Notwendigkeit einer Reform der Unternehmensbesteuerung in den 90er Jahren; Zunahme der Bundesausgaben 1989 um 4,6 vH auf 288,15 Mrd DM, 1990 um 2 vH und in den Folgejahren um je 2,5 vH bis zu 308,6 Mrd DM (1992); Globale Minderausgabe 1989 von 1 Mrd DM, Mehreinnahmen von 8,1 Mrd DM (1989), ansteigend auf 9,6 Mr DM (1992), dennoch Mehrbelastungen des Bundes von jährlich 2 bis 3 Mrd DM; Rückgang der Neuverschuldung 1989 um über 7 auf rund 32 Mrd DM, Anstieg 1990 aufgrund der Steuerreform auf 36 Mrd DM und Reduzierung auf ca. 34 Mrd DM (1991) bzw. 29,7 Mrd DM (1992); Darstellung der Ausgaben im Planungszeitraum nach Ausgabenbereichen; Finanzhilfen und Investitionsprogramm des Bundes; Finanzbeziehungen zwischen Bund und Ländern; Bundesleistungen im inter- und supranationalen Bereich
