Konsequente Fortführung des Konsolidierungskurses vor dem Hintergrund großer nationaler und internationaler Herausforderungen (u.a. ökonomischer und sozialer Umbau in den neuen Bundesländern, Verbesserungen beim Familienlastenausgleich, bei den Verkehrsinvestitionen und den steuerlichen Rahmenbedingungen für Investitionen und Arbeitsplätze zur Vorbereitung auf den europäischen Binnenmarkt); Zunahme der Bundesausgaben um 3 v.H. im Jahre 1992 und um durchschnittlich 2,3 v.H. von 1993 bis 1995 bis zu einem Haushaltsvolumen von 449,2 Mrd DM; Rückführung der Neuverschuldung 1992 auf 49,9 Mrd DM, danach Halbierung auf 25 Mrd DM (1995); Darstellung der Ausgaben im Planungszeitraum nach Aufgabenbereichen, Finanzhilfen und Investitionsausgaben des Bundes; Entwicklung der Bundeseinnahmen; Finanzbeziehungen zwischen Bund und Ländern, Bundesleistungen im inter- und supranationalem Bereich, Projektion der gesamtwirtschaftlichen Entwicklung in der Bundesrepublik Deutschland bis 1995
