Summary
Eelnõu alusel kaovad seadusest omandipiirangud. Eelnõu kohaselt võib olla apteegi omanik ükskõik milline füüsiline või juriidiline isik, sh ravimite hulgimüüja. Suuremates linnades antakse haruapteekidele üleminekuaeg, et neid saaks muuta üldapteekideks. Eelnõu eesmärgiks on muuta ravimiseadust viisil, mis võimaldaks apteekidega seonduvat reformi jätkata, vältides olukorda, kus 64 protsenti apteekidest suletakse ning tekib probleem ravimite kättesaadavusega ja reaalne oht patsientide elule ja tervisele. Samuti on eesmärgiks maandada riske riigile ja omavalitsustele ning riivata vähem seniste apteegiomanike põhiõiguseid.
