Summary
Põhiseaduse järgi valib Vabariigi Presidendi kas Riigikogu või valimiskogu. Kui Vabariigi President ei osutu valituks Riigikogus, kutsutakse kokku valimiskogu, mis koosneb Riigikogu liikmetest ja kohaliku omavalitsuse volikogude esindajatest. Pärast 2017. aasta haldusterritoriaalset reformi vähenes oluliselt kohaliku omavalitsuse üksuste arv. Seetõttu väheneb kehtiva seaduse järgi oluliselt ka volikogude esindajate arv valimiskogus. Eelnõuga muudetakse Vabariigi Presidendi valimistel valimiskogus esindajate arvu määramise reeglistikku selliselt, et säiliks senine, enne 2017. aasta haldusterritoriaalset reformi kehtinud vahekord Riigikogu liikmete ja volikogude esindajate vahel.
