Summary
Eelnõu eesmärk on välistada juhtumid, kus kohalikud volikogud hakkavad esimese asjana pärast valimisi arutama ja otsustama oma esimeeste töötasude tõstmist ja ka valitavate linnapeade ning vallavanemate palkade suurendamist samale koosseisule. Ei peeta õigeks, et kohaliku omavalitsuse volikogu arutab ja otsustab enda valitavate volikogu esimeeste, aseesimeeste, linnapeade ja vallavanemate ning -valitsuse liikmete palkade suurendamist. Seetõttu näeb eelnõu ette, et volikogu esimehe ja aseesimehe, samuti linnapea, vallavanema ja palgaliste valitsuse liikmete töötasu ja hüvitist saab suurendada vaid järgmise volikogu koosseisu kohta.
