Summary
Eelnõu näeb ette keelata loomade pidamine üksnes või peamiselt karusnaha tootmise eesmärgil, samuti nende aretamine ja paljundamine üksnes või peamiselt karusnaha tootmise eesmärgil. Nimetatud keelu kohaldamine loomapidajate suhtes nähakse ette alates 2024. aasta 1.juunist. Seletuskirjas märgitakse, et karusloomafarmide keelustamist on arutatud Eestis alates 2009. aastast, mil selle teema tõstatasid looma- ja looduskaitsekaitseorganisatsioonid, Erakond Eestimaa Rohelised ning Sotsiaaldemokraatlik Erakond. Uuesti tõusis inimeste teadvusesse karusloomafarmide keelustamine 2013. aastal, kui Eesti Rahvusringhäälingut telesaates Pealtnägija avaldati loomapidamisreeglite rikkumist kajastavaid kaadreid Balti Karusnahk AS Karjaküla rebase- ja naaritsafarmist . Samal ajal tõstatas ka Keskkonnaministeerium karusloomafarmide keelustamise küsimuse, kuna karusloomafarmides ei olnud täidetud keskkonnanõudeid juba aastaid. Eestis kasvatatakse karusloomadena tšintšiljasid, küülikuid, naaritsaid ja rebaseid. Kokku peetakse Eestis umbes 200 000 karuslooma.
