Statement of the Riigikogu "On the UN Global Migration Framework"

The statement states that the UN Global Migration Framework is a legally non-binding cooperation framework, which has also been emphasized by the Chancellor of the Republic of Estonia. This is a declaration jointly negotiated by the UN member states, which gives us the opportunity to improve international cooperation in the field of migration, including preventing illegal migration and combating human trafficking and smuggling, as well as protecting the rights of Estonian people in foreign countries. The draft stipulates that in the case of failure to comply with the injunction, the maximum amount of coercive money applicable to legal entities is 5,120 euros. For natural persons, the previous maximum amount of 640 euros will remain in effect. The explanatory letter states that the purpose of the draft is to improve the implementation of the Language Act, to motivate the heads of institutions and entrepreneurs positively, in order to contribute more to the learning of the Estonian language by employees. The bill would enable the Language Inspection to be more effective supervise the implementation of the Language Act.

Animal Protection Act and Nature Protection Act Amendment Act

The draft provides for the prohibition of keeping animals solely or mainly for the purpose of fur production, as well as their breeding and reproduction solely or mainly for the purpose of fur production. The application of the said ban to livestock keepers is foreseen from June 1, 2024. The explanatory letter states that banning fur farms has been discussed in Estonia since 2009, when the topic was raised by animal and nature conservation organizations, the Estonian Green Party and the Social Democratic Party. The banning of fur farms rose again in people's consciousness in 2013, when the Estonian National Broadcasting Company's television program Pealtnägija published footage showing the violation of animal husbandry rules from the fox and mink farm of Balti Karusnahk AS Karjaküla. At the same time, the Ministry of the Environment also raised the issue of banning fur farms because Environmental requirements were not met in fur farms for many years. In Estonia, chinchillas, rabbits, minks and foxes are bred as fur animals. In total, about 200,000 fur animals are kept in Estonia.

Eelnõu eesmärgiks on lairibateenuse kättesaadavuse kiirendamine menetlustehingute dubleerimise ning menetlusnõuete täitmise kulude vähendamise kaudu. Eelnõu laiendab seaduse eriregulatsiooni Siseministeeriumi valitsemisala valduses oleva riigipiiri taristule, sealhulgas piiririba väljaehitamiseks riigikaitsemaale. Riigipiiri taristu on Siseministeeriumi valitsemisala valduses olev taristu, mis on ette nähtud riigipiiri valvamiseks ning mille hulka kuuluvad piiririba elemendid ja selle teenindusrajatised. Eelnõuga luuakse seaduse kohaldamise erisused riigipiiri taristu ehitamiseks. Kui seaduse reguleeritava ehitamise kohta käiv teave on üldiselt avalik, siis riigipiiri taristu puhul ei saa ehitist ja ehitamist käsitlev kogu teave olla avalik. Piiririba väljaehitust välispiiri maismaaosa ulatuses korraldab Politsei- ja Piirivalveamet ning väljaehituse projektdokumentatsioon ja tehniline teostus sisaldab salastatud teavet, millest tuleks ehitamisega seotud andmete esitamisel ja lubade taotlemisel lähtuda.

Law on the Amendment of the Law on the Implementation of the Defense Service Act and the Police and Border Guard Act

The bill amends the Law on the Implementation of the Law on Defense Forces Service and the Law on Police and Border Guards, the current version of which affects defense forces who retired before 01.04.2013 and police officers who retired before 01.01.2010, as well as by then the principles of legal certainty and legitimate expectations of former military personnel who have acquired the right to a pension. The purpose of the changes proposed in the bill is for officials who have fulfilled their duty to the state ensuring uniform and equal treatment in pension schemes so that it is also consistent with the principle of legitimate expectation. The current situation is unfair and, according to the authors of the bill, also unconstitutional, because among all the persons receiving a reduced pension in Estonia today, only before 01.04.2013. military personnel who have completed their service are the only ones whose pension base level before switching from the recalculation system to indexation is in effect left due to the economic crisis, the reduced salary level.

Eelnõuga antakse väikeosanikele ja -aktsionäridele senisest ulatuslikum õigus saada teavet, õigus teatud tingimustel nõuda dividendide maksmist (nn sunddividendi nõue), õigus panna maksma äriühingu nõudeid äriühingu juhatuse liikmete vastu, õigus teatud juhtudel äriühingust välja astuda ja nõuda oma osaluse eest õiglast hüvitust, sh juhul, kui aktsiaselts, mille aktsiad on seni olnud kaubeldavad väärtpaberiturul, võtab vastu otsuse aktsiate väärtpaberiturul kauplemise lõpetamiseks.
