Act on Amending the Riigikogu Home and Working Procedures Act

Summary

The bill introduces a provision into the rules of procedure of the Riigikogu, according to which all members of the Riigikogu can form factions. Secondly, the bill changes the working hours of the Riigikogu by consolidating all the votes on draft bills during the working week into one day. Thirdly, it is stipulated that the respondent to the questioning must submit a written answer to the questioner and the board of the Riigikogu at least 24 hours before answering orally in the Riigikogu. The fourth is changed to collective ones timeframes for responding to appeals and the Riigikogu is obliged to organize a debate on a national issue of major importance if 50,000 or more signatures have been given to the collective appeal.
