According to the draft, parliamentary control in Estonia will be strengthened by extending the currently valid rights of Riigikogu investigative committees to special committees of the Riigikogu and by enhancing the possibility of punishment for obstructing the work of an investigative or special committee of the Riigikogu. The Riigikogu investigation or knowingly submitting false information to a special committee is made punishable under the Penal Code.

The draft amends the Defense League Act (RT I, 03.02.2026, 10; hereinafter KaLS) and the Defense Service Act (RT I, 03.02.2026, 17; hereinafter KVTS) in order to create a clear legal basis for the more flexible inclusion of members of the Defense League who are citizens of a NATO member state (hereinafter: members of the Defense League who are citizens of a NATO member state) in national defense. The changes in KaLS standardize and expand the basis for wearing military uniforms for members of the Defense League the involvement of supporting members in the performance of the tasks stipulated in subsections 2 and 31 of § 4 of the Act. The amendments to the KVTS allow a member of the Defense League who is a citizen of a NATO member state over the age of 18 to voluntarily undertake military service if he has taken the vow of a military serviceman (KVTS § 10), and allows him to be appointed to a wartime position with a military rank in the Defense Forces.

Avalduse resolutsioonis mõistetakse hukka tollane tegevus Eesti põhiseadusliku korra ja demokraatia allasurumisel ning toonitatakse põhiseaduse preambuli sõnadele viidates vajadust hoida ära sellelaadsete sündmuste ja teguviiside kordumine Eestis.

According to the draft law, the definition of an election observer organization is defined in the law and election observer organizations are given the right to submit election-related complaints to the Election Commission of the Republic and the Supreme Court in the public interest. For this purpose, the four election laws (the Law on the Election of the National Assembly, the Law on the Election of the European Parliament, the Law on the Election of the Local Government Council and the Law on the Referendum) make essentially the same provisions changes and corresponding changes in the Judicial Procedure Act on Constitutional Supervision. The explanatory letter states that so far in Estonia, neither election observers nor non-governmental organizations, nor voters or candidates have the right to appeal in matters related to elections in the public interest. The purpose of the bill is to define election observer organizations and to give them the right to file complaints in the public interest if they consider that the election organizer or the Election Commission of the Republic has violated the law or other applicable requirements.

The draft amends the Constitution in such a way that the President of the Republic is elected directly by the people in free, general, uniform and direct elections by secret ballot. At least 10,000 voting citizens of the Republic of Estonia can nominate a presidential candidate. Candidate registration starts 60 days before election day and ends 40 days before election day. The candidate who gets more than half of the votes of those who participated in the voting is elected. If no candidate achieves the required majority, a second round of voting is held between the two candidates with the most votes. In the second round, the candidate who receives the most votes is elected. In the event of a tie, the older candidate is preferred. Such a system ensures that the president is elected in any case and avoids a situation where the head of state remains unelected. In the event of interruption of the term of office of the President or premature termination of his powers, a new one is elected the president in the same order.

The initiators of the bill consider it necessary to legalize the end of caged chickens and present the bill so that the process does not stop and we unequivocally reach changes that will end the suffering of caged chickens.
The bill makes two substantive changes to the Animal Protection Act. First, the law changes the requirements to ensure the welfare of hens kept for egg production. The bill proposes to ban the production of edible eggs from January 1, 2035 keeping chickens kept for the purpose, including chicks and young chickens (hereinafter referred to as laying hens) in a cage.
In addition, the draft stipulates that starting from January 1, 2027, if the farmer starts keeping laying hens, he may not build or use a cage to keep them. Therefore, the company engaged in the production of edible eggs must build and equip the production system to be put into use from 2027 in such a way that it has it is possible to keep laying hens cage-free.

The bill provides for the position of scientific adviser under each minister and in the State Chancellery. The explanatory letter states that scientific advisors have already been employed in most ministries and the State Chancellery, which clearly confirms that this is an Estonian success story. However, these positions have not yet been legislated or regulated. The purpose of the bill is to ensure by law the continuity of these positions, the competence of the research advisor in research or development work and harmonize the relevant requirements, as well as ensure that scientific advisors are selected through a public competition by a competent and non-political foundation (Estonian Science Agency) through a committee formed for this purpose, i.e. the scientific community, not political forces.

The bill provides for the establishment of a Riigikogu investigation committee to investigate the compliance of the criminal proceedings of police chiefs and the activities of the Defense Police Board that preceded it with the principles of the rule of law. The commission is formed based on the principle of equal representation of factions in such a way that each faction appoints one representative.
The task of the commission is to find out and assess whether charges against Elmar Vaher, Eerik Heldna and Aivar Alavere submission and its defense through three court levels was fair and in accordance with the principles of the rule of law.

The statement condemns China's assimilation policy and the Tibetan boarding school system, which aims to eliminate the distinct linguistic, cultural and religious traditions of Tibetans and other minorities such as the Uyghurs, calls for the immediate abolition of the Tibetan boarding school system for children and the practice of family separation, as highlighted by UN experts in February 2023, and further calls on the Chinese authorities to allow to establish Tibetan private schools.
The statement calls on countries and the EU Commission Vice-President and High Representative of the Union for Foreign Affairs and Security Policy to demand that the Chinese government issue visas to European diplomats to visit boarding schools across Tibet and allow independent journalists and international observers to enter the region.

The bill introduces a provision into the rules of procedure of the Riigikogu, according to which all members of the Riigikogu can form factions. Secondly, the bill changes the working hours of the Riigikogu by consolidating all the votes on draft bills during the working week into one day. Thirdly, it is stipulated that the respondent to the questioning must submit a written answer to the questioner and the board of the Riigikogu at least 24 hours before answering orally in the Riigikogu. The fourth is changed to collective ones timeframes for responding to appeals and the Riigikogu is obliged to organize a debate on a national issue of major importance if 50,000 or more signatures have been given to the collective appeal.

Eelnõu eesmärk on tunnistada kehtetuks Eestis elavate kolmandate riikide kodanike ja kodakondsust mitte omavate isikute üldine hääletamisõigus kohalike omavalitsuste valimistel.
Praeguse seaduse järgi võivad kohalike omavalitsuste volikogude valimistel osaleda ka välismaalased, kes elavad Eestis pikaajalise elaniku elamisloa või alalise elamisõiguse alusel ja kes on valimispäevaks saanud 16-aastaseks ning kelle püsiv elukoht, mille aadressiandmed on kantud Eesti rahvastikuregistrisse (edaspidi rahvastikuregister), asub vastavas vallas või linnas.
Seletuskirjas märgitakse, et Eesti on seni olnud kohalike omavalitsuste volikogude valimiste küsimuses äärmiselt liberaalne ja võimaldanud hääleõigust ka kolmandate riikide kodanikele ning kodakondsuseta isikutele, sõltumata sellest, kas Eesti kodanikud saavad neis riikides hääletada. Venemaa Ukraina vastase agressioonisõja kontekstis on selline olukord Eestile julgeolekuohuks.

Otsuse eelnõu võimaldab alustada Eestis tuumaenergia kasutuselevõtu ettevalmistamist ning selle jaoks sobiva õigusraamistiku loomist.
Eelnõu kohaselt langetab Riigikogu põhimõttelise otsuse, kas lubada Eestis tuumaenergiat toota või mitte. Eelnõu põhineb eeskätt tuumaenergia töörühma aastatel 2021–2023 tehtud analüüsil, mille järelduseks on, et tuumaenergia kasutuselevõtt Eestis on teostatav.
Eelnõu esitanud Riigikogu liikmed toetavad tuumaenergia kasutuselevõtu ettevalmistamist ning selle jaoks sobiva õigusraamistiku loomist. See hõlmab tuumaenergia ja -ohutuse seaduse eelnõu väljatöötamist ning vajadusel kehtivate õigusaktide muutmist ja täiendamist, tuumaenergia ohutut kasutamist reguleeriva asutuse loomist ning valdkondlike pädevuste arendamist.

Eelnõu esitajate hinnangul on põhjust muret tunda elektroonilise valimissüsteemi usaldatavuse pärast ka seetõttu, et sõjalised konfliktid maailmas on intensiivistumas, mis võib tekitada kasvanud vaenulikku huvi võltsida valimistulemusi Euroopa Liidu ja NATO piiririigis, nagu Eesti seda on. Eelnõu mõistab hukka Venemaa tahtliku, süsteemse ja rahvusvahelise õiguse vastase Ukraina laste küüditamine ning nõuab laste vabastamist ja nende turvalise tagasipöördumise tagamist Ukrainasse.
Saadikud juhivad eelnõus tähelepanu, et tahtlik ja süsteemne laste küüditamine Ukrainast Venemaale ja Valgevenesse on rahvusvahelise õiguse kohaselt sõjakuritegu ja genotsiid. Nende sõnul on Venemaa ja Valgevene eesmärk hävitada ukraina rahvus ja identiteet, seejuures tappes, haavates, traumeerides ning ümber asustades Ukraina lapsi. Venemaa Föderatsiooni poolt 2014. aastal alustatud agressioonisõja kestel on Ukraina aladelt Venemaale viidud sadu tuhandeid lapsi.
Riigikogu nõuab eelnõu kohaselt Venemaalt ja Valgevenelt Ukrainast küüditatud laste vabastamist ja nende Ukrainasse turvalise tagasipöördumise tagamist ning kutsub kõiki riike üles aitama kaasa laste Ukrainasse naasmisele ja tegema selle nimel koostööd.
Eelnõu kohaselt avaldab Riigikogu toetust Ukraina presidendi Volodõmõr Zelenskõi väljapakutud 10-punktilisele rahuplaanile, mille osa on Venemaale ja Valgevenesse küüditatute tagasitoomine, ning tunnustab laste tagasitoomisele keskendunud rahvusvahelise koalitsiooni loomist. Samuti tunnustab Riigikogu eelnõus Rahvusvahelise Kriminaalkohtu tegevust karistamatusega võitlemisel, iseäranis mullu märtsis väljastatud vahistamismäärusi Venemaa Föderatsiooni presidendi ja Venemaa laste õiguste voliniku kohta Ukraina laste ebaseadusliku deporteerimise ja ümberasustamise süüdistuses.

The draft provides for the establishment of the principle of mandate incompatibility in Estonia, according to which the newly acquired mandate cancels the previous mandate, i.e. if a member of the Riigikogu is elected to a local government council, the mandate of the Riigikogu is canceled and vice versa. Riigikogu avalduses kutsutakse üles tõstatama rahvusvahelise eritribunali loomise küsimus kõigil kahepoolsetel kohtumistel teiste riikide valitsustega, kõigis rahvusvahelistes organisatsioonides, kus Eesti Vabariik on liige, ja kõigil rahvusvahelistel foorumitel, kus Eesti Vabariik osaleb ning tugevdama koostööd Ukraina valitsusega agressioonikuriteo uurimisel ja kurjategijate kohtu alla toomisel.

Eelnõuga täiendatakse käibemaksuseadust uue 5 protsendilise vähendatud käibemaksumääraga. Muudatus võimaldab valdkonna eest vastutaval ministril kehtestada määrusega nimekirja vähktõve ja muude pahaloomuliste kasvajate raviks mõeldud ravimitest, mis maksustatakse 5 protsendilise käibemaksumääraga. Lisaks sätestatakse ravimiseaduses Eesti Haigekassale alus hüvitada mittetulundusühingutele, sihtasutusetele või usulisetele ühendustele annetuste eest ostetud vähktõve ja muude pahaloomuliste kasvajate raviks mõeldud ravimi ostmisel tasutud käibemaksuga võrdne summa.

The Riigikogu ratified the Ottawa Convention prohibiting the use, stockpiling, production and transfer of anti-personnel mines and requiring their destruction in March 2004, a few weeks before Estonia was accepted as a full member of the North Atlantic Treaty Organization. The Ottawa Convention entered into force for the Republic of Estonia on November 1, 2004.
The explanatory note states that anti-personnel mines were used in many military conflicts of the second half of the 20th century as a fighting tool for the weaker party, which could not afford greater firepower, i.e. bomber air force, combat helicopters and artillery.
In the new situation, Estonia is forced to do everything possible to strengthen the military national defense. We also cannot afford that in the event of a war, other countries that refrained from joining the Ottawa Convention could use anti-personnel mines on the territory of Estonia, while we ourselves should not.
From the above circumstances as a result, compliance with the requirements of the Ottawa Convention, which prohibits the use, stockpiling, production and transfer of anti-personnel mines and requires their destruction, is no longer in Estonia's national interest. It weakens our defenses.
In connection with the denunciation of the Ottawa Convention, Estonia can assume a unilateral obligation to refrain from selling or otherwise transferring anti-personnel mines to other countries and declare that it will not use anti-personnel mines outside its territory.

Eelnõu näeb ette tõsta esimese ja teise lapse lapsetoetus 100 euroni, eelneva 60 euro asemel ehk samale tasemele, nagu on lapsetoetus kolmandale ja enamatele lastele. Edaspidi on lapsetoetus võrdselt iga lapse eest 100 eurot kuus.
Eelnõuga tõstetakse kolme kuni kuuelapseliste perede lasterikka pere toetust 700 euroni kalendrikuus, varasema 300 euro asemel ning seitsme ja enamalapseliste perede lasterikka pere toetust 900 euroni, varasema 400 euro asemel.
Selleks, et lasterikka pere toetus oleks jätkuvalt proportsionaalne elatustaseme tõusuga ning toetuse suurust ei peaks igal aastal muutma, indekseeritakse toetus iga kalendriaasta 1. aprilliks indeksiga. Indeksi väärtus sõltub 20 protsenti tarbijahinnaindeksi aastasest kasvust ja 80 protsenti sotsiaalmaksu pensionikindlustuse osa laekumise aastasest kasvust. Indeksit väljendatakse täpsusega kolm kohta pärast koma. Lasterikka pere toetust ei indekseerita, kui indeksi väärtus on väiksem kui 1,000. See tähendab, et elatustaseme langedes lasterikka pere toetus ei vähene.
Eelnõuga muudetakse lasterikka pere toetuse vähendamise süsteemi, mille kohaselt hakkab lasterikka pere toetus vähenema pere kolme kõige noorema alaealise lapse täisealiseks saamisel. Senise süsteemi asemel, kus lasterikka pere toetus kadus esimese lapse täisealiseks saamisel, hakatakse lasterikka pere toetust maksma täies ulatuses nii kaua, kuni peres kasvab vähemalt kolm alaealist last. Kui peres on kokku kolm või enam last, kuid vaid kaks neist alaealised, hakatakse lasterikka pere toetust vähendama proportsionaalselt 1/3 võrra.

The Objective 55 climate package has a wide-ranging impact on the competitiveness of Estonian business, consumers, home owners and employees. It is therefore important that there is clarity about the real effects of this package.
Considering the decidedly large impact of the package, it is important that it is at the level of the statement of the Riigikogu that the political approach is given, based on which principles the Republic of Estonia will consider its positions regarding the said proposal in the negotiations. Mandating government positions at EU affairs committee level is not enough.
In the draft of the statement, the need for an impact analysis has been emphasized in terms of Estonian national interests, and preliminary positions have been put forward that, in the opinion of the initiators, support our national interests when dealing with this issue.
