Eelnõuga täiendatakse riigikaitseseadust sättega, mille kohaselt on rahuajal tuumarelvade Eesti Vabariigi territooriumile toomine, seal hoidmine või muul viisil Eesti Vabariigi territooriumil viibimine lubatud üksnes Riigikogu otsuse alusel ja vastavas otsuses sätestatud tingimustel.
