The bill supplements the National Defense Act with a provision according to which, during peacetime, bringing nuclear weapons to the territory of the Republic of Estonia, keeping them there, or otherwise being in the territory of the Republic of Estonia is permitted only on the basis of a decision of the Riigikogu and under the conditions stipulated in the relevant decision.

According to the draft law, the definition of an election observer organization is defined in the law and election observer organizations are given the right to submit election-related complaints to the Election Commission of the Republic and the Supreme Court in the public interest. For this purpose, the four election laws (the Law on the Election of the National Assembly, the Law on the Election of the European Parliament, the Law on the Election of the Local Government Council and the Law on the Referendum) make essentially the same provisions changes and corresponding changes in the Judicial Procedure Act on Constitutional Supervision. The explanatory letter states that so far in Estonia, neither election observers nor non-governmental organizations, nor voters or candidates have the right to appeal in matters related to elections in the public interest. The purpose of the bill is to define election observer organizations and to give them the right to file complaints in the public interest if they consider that the election organizer or the Election Commission of the Republic has violated the law or other applicable requirements.

The draft amends the Constitution in such a way that the President of the Republic is elected directly by the people in free, general, uniform and direct elections by secret ballot. At least 10,000 voting citizens of the Republic of Estonia can nominate a presidential candidate. Candidate registration starts 60 days before election day and ends 40 days before election day. The candidate who gets more than half of the votes of those who participated in the voting is elected. If no candidate achieves the required majority, a second round of voting is held between the two candidates with the most votes. In the second round, the candidate who receives the most votes is elected. In the event of a tie, the older candidate is preferred. Such a system ensures that the president is elected in any case and avoids a situation where the head of state remains unelected. In the event of interruption of the term of office of the President or premature termination of his powers, a new one is elected the president in the same order.

Eelnõu piirab teiste riikide või rahvusvaheliste organisatsioonide lippude heiskamist riigi ja muu avaliku sektori hoonetel ainult protokolliliste eesmärkidega, nagu välisriikide ametlike esindajate visiidid või rahvusvaheliste organisatsioonide vastuvõtud.

The draft aims to supplement the procedure for registering the child's data in the situation when the child is born at home or on the way to a health care provider. In such cases, according to the draft, the corresponding certificate is issued by the family doctor. Under the conditions of the current law, many times parents who have given birth at home or on the way to the hospital have found themselves in a situation where the only way to register the child's birth is to carry out a DNA examination to prove maternity and based on this, apply for the registration of the child's birth through the court. At the same time, the law does not provide for a procedure for establishing motherhood at all, and the previously mentioned need to prove motherhood with a DNA test is simply a method adopted in judicial practice.
