Summary
Eelnõuga sätestatakse erisus, mille kohaselt saastetasu ei nõuta, kui keskkonnatasude seaduse § 17 lõikes 1 nimetatud aineid ja ühendeid heidetakse veekogusse, põhjavette või pinnasesse vesiviljelustegevuse tulemusena ja ei ületata veeloaga kehtestatud keskkonda minevaid saasteainete koguseid aastas. Kuna Eesti vesiviljelussektor on väike, on ka kasvandustest tulenev keskkonnakoormus madal. Eesti naaberriigid ei rakenda selliseid saastetasusid vesiviljelusele ning see paneb Eesti vesiviljeluse sektori ettevõtted ebavõrdsesse konkurentsiseisu, eriti keeruline on olukord ajal, mil maailmaturu müügihinnad on omahinnast madalamad. Vesiviljeluse sektori puhul on tegemist toidutootmisega ning olukorras, kus põllumajandus on vabastatud väetamise saastetasust, loob vesiviljeluse sektori erisus ebavõrdse olukorra kahe esmase toidutootmise sektori vahel. Vesiviljeluse näol on tegemist sektoriga, kus uute ettevõtete loomine on seotud suurte investeeringute ja riskidega. Sektori arengule aitab kaasa naaberriikidest erineva maksustamispoliitika vältimine.
