Summary
Eelnõu sihiks on suurendada konkurentsi taastuvast energiaallikast elektrienergia tootmise vähempakkumistel, vähendada fossiilkütuste kasutamist elektritootmisel ning parandada Eesti elektrienergia tootmise varustuskindlust. Senise regulatsiooni kohaselt tohib siseriikliku taastuvenergia eesmärgi täitmiseks korraldatavatel vähempakkumisel osaleda vaid selline tootmisseade, mis ei ole enne vähempakkumist elektrienergiat tootnud. Muudatuse kohaselt võib tulevikus sellisel vähempakkumisel osaleda ka olemasolev tootja, motiveerimaks selliseid tootjaid edaspidi kasutama elektritootmise sisendina fossiilkütuste asemel taastuvaid energiaallikaid. Sellisel juhul võib vähempakkumise võitjale maksta toetust iga vähempakkumise kohta kuni kolme aasta jooksul alates vähempakkumise objektiks olnud taastuvast energiaallikast elektrienergia tootmise alustamisest.
