Summary
Eelnõuga moodustatakse Haridus- ja Teadusministeeriumi valitsemisalasse Haridus- ja Noorteamet ning nimetatakse keeleinspektsioon ümber keeleametiks. Muudatused vastavad valitsuse tegevusprogrammi alusel heakskiidetud riigireformi tegevuskavale 2019-2023. Eelnõu kohaselt moodustatakse Sihtasutuse Innove, Sihtasutuse Archimedese, Hariduse Infotehnoloogia Sihtasutuse ning Haridus- ja Teadusministeeriumi hallatava riigiasutuse Eesti Noorsootöö Keskuse teenuste põhjal Haridus- ja Teadusministeeriumi valitsemisalasse Haridus- ja Noorteamet. Sellega seoses viiakse uude valitsusasutusse poliitikakujundamisega mitteseotud rakendusliku iseloomuga tegevused ka Haridus- ja Teadusministeeriumist. Raamatupidamise, palgaarvestuse ja personaliarvestuse, samuti struktuuritoetuste rakendusüksuste ülesandeid, hakkab täitma Riigi Tugiteenuste Keskus. Eelnõu järgi nimetatakse Haridus- ja Teadusministeeriumi valitsemisalas tegutsev valitsusasutus Keeleinspektsioon ümber Keeleametiks. Keeleametis jätkatakse kõikide seni Keeleinspektsiooni osutatud teenuste pakkumist ning lisaks viiakse Keeleametisse üle keelepoliitika rakendustegevused Haridus- ja Teadusministeeriumist ning Sihtasutusest Archimedes. Keeleametist saab keelepoliitika rakendusasutus eesti keele kasutamise kontrolli ja järelevalve, nõustamise ning arenduse valdkondades. Eelnõuga tehtavad muudatused aitavad kaasa riigiasutuste ühtsemale toimimisele, tõhustatakse riigi strateegiliste ülesannete täitmist keele-, haridus- ja noortevaldkonnas, olemasolevaid ressursse kasutatakse tõhusamalt ja mõjusamalt, sealhulgas kompetentsi, ning pakutakse kvaliteetseid avalikke teenuseid.
