Summary

The draft adopts the corresponding directive delegated by the EC into Estonian law, the purpose of which is to facilitate the smooth functioning of the internal market of tobacco products and products related to tobacco products, based on ensuring a high level of health protection, especially the health protection of young people and children. In order to achieve the objectives of the Directive, the exemption for allowing different flavors and packaging labeling for heated tobacco products must be abolished throughout the EU to avoid different application of the rules in different member states. The need to establish penalties for violating the requirements for notification of tobacco products and products related to tobacco products stems from the provisions of the directive. The obligation to inform about the composition has been established in accordance with the relevant implementing decision of the EC, which establishes the form for submitting and making available information about tobacco products.
