Summary
The purpose of the bill is to enable the transition to digital administrative procedures (as well as court proceedings) and to expand the possibilities of prisoners in prison for resocializing activities: expanding the possibilities of using the Internet, enabling the use of mobile phones for inmates of open prisons, as well as allowing the use of mobile phones for short-term trips, allowing a wider range of short-term meetings, including telebridge through mediation. The provisions governing such rights and obligations have remained largely unchanged, but considering the development of society, it is expedient to move to digital administration in prisons as well and to expand the opportunities for inmates to use technology. In order to enable the use of digital solutions in question, prisons are given the right to handle inmates in the necessary volume (and with their prior consent) personal data. The bill reduces the length of the maximum solitary confinement sentence provided by law in order to bring the provisions of VangS into line with international recommendations, provides for the withholding of receivables from the money transferred to the personal account of the arrested person, and makes the document for detecting the intoxication of a probationer directly enforceable in order to reduce unnecessary workload. Amendments to the Criminal Probation Act will facilitate examination costs collection from a person on probation, eliminating the need for unnecessary civil court proceedings, in which only the existence of a drunkenness identification document is confirmed and the person is obliged to compensate the expert's costs. The amendment to the Penal Code makes the attempted illegal transfer of a substance and object in a place of detention punishable. The amendment to the Enforcement Procedures Act is related to the withholding of funds from the personal account of the arrested.
