Summary
Eelnõuga muudetakse ehitusseadustiku ja planeerimisseaduse rakendamise seaduse §-i 16 ja sätestatakse projekteerimise, ehitusprojekti ekspertiisi, ehitusuuringute, ehitise auditi ja omanikujärelevalve tegevusalal kutsepõhise ülemineku tähtajaks 1. jaanuar 2018. Kehtiva seaduse kohaselt ei saa ilma omandamata kutseta pädevust tõendada alates tänavu 1. juulist eespoolnimetatud tegevusaladel. Kutsepõhisele tegutsemisele üleminekuks ette nähtud üleminekuperioodide pikkuste kehtestamisel lähtuti kutse andjate võimekusest tagada kvaliteetne kutsete menetlemine, et vältida kiirustamisest tingitud ebakvaliteetset tööd. Samuti on lähtutud sellest, et üleminekuperioodi pikkus oleks piisav ka valdkonnas tegutsevatele isikutele vajaliku kutse saamiseks. Üleminekuperiood nimetatud küsimuses lõpeb ehitamise tegevusalal 30. juunil 2018.
