Summary
Eelnõu eesmärgiks on innustada omavalitsusi rohkem tegelema jäätmete liigiti kogumise ja sortimise arendamisega. On oluline, et jäätmehoolduses rakendatavad meetmed toimivad ja toetavad säästlikku ressursikasutust, vähendavad jäätmete keskkonnamõju ning tagavad sel viisil puhtama elukeskkonna. Pidades silmas just puhast elukeskkonda, võib eeldada, et toimiv jäätmehooldus on rahva enamuse huvi ja õigustatud ootus. Jäätmete liigiti kogumine võimaldab edendada jäätmete ringlusse võtmist, kuna hoitakse ära jäätmete segunemine ning puudub vajadus nende hilisemaks lahutamiseks ringlusse võtmise eesmärgil. Ühtlasi tagatakse liigiti kogumisel ka teisese toorme parem kvaliteet ning ringlusse võtmise kasutegur. Need kohustused eeldavad, et kohalikud omavalitsused ja riik rakendavad asjakohaseid meetmeid, mis tähendab ümberkorraldusi jäätmevaldajate tegevuses. Kohaliku omavalitsuse ülesanne on tagada, et omavalitsuse territooriumil oleks jäätmevaldajatel selge kohustus jäätmeid sortida ja liigiti koguda ning elanikel oleks võimalus jäätmeid liigiti ka ära anda. Kavandatava muudatuse kohaselt antakse kohaliku omavalitsuse üksusele riigieelarvest toetust jäätmehoolduse kulude osaliseks katmiseks teatud tingimustel.
