Summary
Konventsiooni eesmärk on edendada rahvusvahelist filmialast koostööd Euroopas. Konventsiooni uuendamise tingis asjaolu, et alates 1992. aastast on filmitööstus olulisel määral nii tehniliselt, majanduslikult kui ka kunstiliselt edasi arenenud. Uus tehnoloogia on muutnud filmide tootmise-, levi- ja linastusmeetodeid ning osalisriikides on riiklikud filmivaldkonna rahastuskeemid muutunud mitmekesisemaks. Konventsioon kohaldub koostööfilmidele näiteks mängu-, anima- ja dokumentaalfilmid, mis on mõeldud kinos näitamiseks ja milles osaleb üldreeglina vähemalt kolm tootjat kolmest liikmesriigist. Vastavate riikide koostööprojektid tuleb osalisriigi pädevas asutuses registreerida ja taotleda kaastootmisprojekti staatust. Kaastootmisprojekti staatuse saamisel on võimalik taotleda toetust avalikest vahenditest. Eesti jaoks on konventsiooniga ühinemine oluline, et osaleda kaastootmisprojektides, kus tootja panus jääb alla 10 protsendi filmi tootmiskuludest, aga ei ole väiksem kui 5 protsenti. Võrreldes 1992. aasta konventsiooniga on minimaalset vajalikku vähemuskaastootja rahalist panust vähendatud ning see avab eelkõige väikeriikidele võimaluse osaleda senisest enamates kaastootmisprojektides. Kaastootmine on olulise tähtsusega keskmisest suurema eelarvega Eesti filmide tegemisel, kuna ainuüksi Eesti poolse rahastusega neid filme ei ole võimalik toota. Konventsiooni rakendamine ei too kaasa lisakulutusi riigieelarvest, kuna sätestatud eesmärgid saavutatakse Kultuuriministeeriumi ja Sihtasutuse Eesti Filmi Instituudi eelarve piires. Konventsioon jõustub Eesti suhtes selle kuu esimesel päeval, mis järgneb kolme kuu möödumisele ratifitseerimiskirja deponeerimise päevast.
