Summary

The purpose of the convention is to promote international film cooperation in Europe. The renewal of the convention was due to the fact that since 1992, the film industry has developed significantly both technically, economically and artistically. New technology has changed the way films are produced, distributed and screened, and national film funding schemes have become more diverse in member states. The convention applies to collaborative films for example, feature films, animations and documentaries, which are intended to be shown in cinemas and in which, as a general rule, at least three producers from three Member States participate. The cooperation projects of the respective countries must be registered with the competent authority of the participating country and request the status of a co-production project. Upon obtaining the status of a co-production project, it is possible to apply for support from public funds. For Estonia, joining the convention is important in order to participate in co-production projects where the producer's contribution is less than 10 percent of the film's production costs, but not less than 5 percent. Compared to the 1992 convention, the minimum necessary financial contribution of the minority co-producer has been reduced, and this opens up the possibility for small countries to participate in more co-production projects than before. Co-production is of great importance in the making of Estonian films with a larger than average budget, because only on the Estonian side these films cannot be produced with funding. The implementation of the convention does not lead to additional expenses from the state budget, as the stated goals are achieved within the budget of the Ministry of Culture and the Estonian Film Institute Foundation. The Convention enters into force for Estonia on the first day of the month following the expiration of three months from the day of deposit of the instrument of ratification.
