Summary
Leping kehtestab riigi Euroopa Majanduspiirkonnaga ühinemise tingimused. Euroopa Majanduspiirkond (EMP) ühendab Euroopa Liidu liikmesriigid ja Euroopa Vabakaubanduspiirkonna (EFTA) riigid ühtsete põhireeglite järgi toimivaks siseturuks. Nende reeglitega tagatakse EMPs kaupade, teenuste, kapitali ja isikute vaba liikumine avatud ja konkurentsile rajatud keskkonnas. EFTAsse kuuluvad tänasel päeval Norra, Island, Liechtenstein ja Šveits. Šveits ei kuulu rahvahääletuse negatiivse tulemuse tõttu aga EMPsse ning Šveitsi ja ELi suhteid reguleerivad kahepoolsed lepingud. EMP lepingu alusel on EFTA riikidel võimalik osaleda Euroopa Liidu siseturul, samas säilitades sõltumatuse Euroopa Liidu ühisest põllumajandus- ja kalanduspoliitikast. EMP lepingu järgi kohaldatakse Islandile, Liechtensteinile ja Norrale kogu Euroopa Liidu õigustikku valdkondades, mida EMP lepingus käsitletakse. EMP lepingu osalised on praegu 27 ELi liikmesriiki ning Norra, Island ja Liechtenstein. Horvaatiast sai 1. juulil 2013 Euroopa Liidu 28. liikmesriik. EMP laienemislepingu sõlmimise vajadus tuleneb Horvaatia ühinemislepingust Euroopa Liiduga, mis kirjutati alla 9. detsembril 2012, ja EMP lepingu artiklist 128, mille kohaselt peab iga Euroopa riik, kellest saab Euroopa Liidu liige, taotlema lepinguosaliseks saamist. Eestis tuleb EMP laienemisleping ratifitseerida, kuna sellega muudetakse EMP lepingut, mis koos Eesti ühinemist EMPga käsitleva laienemislepinguga samuti Riigikogus ratifitseeriti.
