Summary
Eelnõuga sätestatakse riigile kuuluva kinnisasja kaevandamiseks kasutada andmise tasudele kaheksa-aastane üleminekuperiood maamaksu muutusest tulenevate maksustamishindade rakendamiseks maavara kaevandamiseks riigile kuuluva maa kasutada andmise tasude määramise kontekstis. Üleminekuperioodi jooksul suureneb riigile kuuluva kinnisasja kaevandamiseks kasutada andmise tasu iga-aastaselt kuni 50 protsendi ulatuses kehtiva tasuga võrreldes, kuni jõutakse maa uute maksustamishindadega kooskõlas olevate uute tasumääradeni. Seaduse eesmärk on võimaldada tootjatel tõusnud maksustamishindadega järkjärguliselt kohaneda ning sealhulgas leevendada hinnasurvet tarbijatele. Tulenevalt juba eelnevalt vastu võetud ning 1. jaanuarist 2024 jõustuvast maapõueseaduse muudatusest on riigile kuuluva kinnisasja kaevandamiseks kasutada andmise aastane tasumäär kolm protsenti maa maksustamishinnast.
