Summary
Eelnõu ajakohastab põllumajanduse kohta käivad väetiste kasutamise sätted selliselt, et oleks tagatud Euroopa Komisjoni poolt Eesti suhtes algatatud nitraadidirektiivi rakendamise rikkumismenetluse raames esitatud vajakajäämiste likvideerimine. Peamised muudatused põllumajanduse valdkonnas on: sõnniku laotamise ajalised piirangud kehtivad sügisperioodil senisest varem; täpsustatakse põlluraamatusse kantavaid andmeid ja sätestatakse väetamisplaani koostamise nõue. Eelnõu mõjutab põllumajandustootjaid, kes peavad rakendama senisest rangemaid veekaitsemeetmeid. Algselt oli planeeritud, et vedelsõnniku laotamise ajapiirangud jõustuvad aastast 2023, kuid eelnõu järgi kehtestatakse need juba järgmisest aastast. Praegu ei tohi lämmastikku sisaldavat mineraalväetist ja vedelsõnnikut laotada 1. detsembrist kuni 20. märtsini. 2018. aastal ei tohi vedelsõnnikut laotada 15. novembrist kuni 20. märtsini ning 2019. aasta sügisel ei tohi vedelsõnnikut laotada enam 1. novembrist. Lämmastikku sisaldavaid mineraalväetisi ei või alates 2017. aastast laotada 15. oktoobrist kuni 20. märtsini. Muudatustega täpsustatakse põlluraamatusse kantavaid andmeid. Edaspidi tuleb põlluraamatusse kanda ka koristatud saagi kogused, mille alusel on võimalik hinnata külvieelselt planeeritud väetiste kasutamise efektiivsust. Sellega võetakse üle direktiivi tasakaalustatud väetamise üldnõuded. Põllumajandustootjad märgivad seda ka praegu üles, kuid kohustusena ei ole see sätestatud. Edaspidi peavad need, kes kasutavad 100 ja rohkem hektarit haritavat maad ning kasutavad lämmastikku sisaldavaid väetisi, koostama väetamisplaani. Alates 2019. aastast peavad väetamisplaani koostama isikud, kes kasutavad 50 ja rohkem hektarit maad. Nõue on seotud direktiivi nõudega, mille kohaselt tuleb taimi väetada saagi saamiseks piisava väetise kogusega ning vältida üleväetamist.
