Summary
Eelnõu sätestab huvide deklaratsiooni esitamise kohustus ministri poliitilistele nõunikele ning piiratakse julgeolekuasutuse juhi huvide deklaratsiooni avalikustamist. Seaduse täiendamisel tuginetakse avaliku teenistuse seaduse § 7 lõikele 6, mis määratleb ministrite poliitiliste nõunike mõiste ning mis eristab samuti ministrite nõunikke, kes täidavad abistavaid ja nõustavaid ülesandeid. Huvide deklaratsiooni esitajate ringi laiendamise kohustus tuleneb Euroopa Nõukogu korruptsioonivastaselt ühenduselt GRECO. Selle eesmärk on hõlmata huvide deklaratsiooni esindajate hulka ka ministrite nn poliitilised nõunikud ehk need nõunikud, kes avaliku teenistuse seaduse § 7 lg 6 alusel täidavad peaministri või ministri juures abistavaid või nõustavaid ülesandeid kuni nimetatud isiku volituste lõppemiseni ning kellega sõlmitakse tähtajaline tööleping.
