Summary
Eelnõuga muudetakse kaitseväekohuslastele dokumentide kättetoimetamise regulatsiooni nii, et andmete saamine muutub digitaalseks paberkandjal saamise asemel. Eelnõu kohaselt saab esmaseks suhtluskanaliks riigi ja kaitseväekohustuslaste vahel riigikaitsekohustust puudutavates küsimustes riigiportaal eesti.ee. Selgituses tuuakse esile, et praegu saadetakse 90 protsendil juhtudest dokumendid paberil posti teel või antakse üle allkirja vastu. Praktika näitab, et paljud dokumendid jäävad kätte toimetamata kaitseväekohustuslase muutunud elukoha ja vananenud aadressi andmete tõttu või kaitseväekohustuslase soovimatuse tõttu dokumente ja nendega kaasnevaid kohustusi vastu võtta. Näiteks ei jõudnud 2017. aastal õppekogunemistele saadetud kutsed adressaatideni 21,8 protsendil juhtudest ning 2018. aastal 28 protsendil juhtudest. Riigiportaali eesti.ee kaudu kaitseväekohustuslasele saadetud dokument loetakse kättetoimetatuks 30 kalendripäeva möödumisel dokumendi kättesaadavaks tegemisest. Kaitseväekohustuslase põhjendatud taotlusel või dokumendi koostaja muul kaalutlusel võib riigikaitsekohustust sisaldavaid dokumente kätte toimetada ka muu kanali kaudu või muul viisil, näiteks posti teel
